乾隆年间，红花会崛起，企图推翻满清统治。红花会总舵主于万亭偷入禁宫，告以乾隆本乃汉人之身世，乾为安全计，杀于灭口。于之义子陈家洛乃乾胞弟，于死后接任为总舵主，继承反清复汉大业。陈得悉乾隆出游江南，乃与文泰来、骆冰、余鱼同等十四当家齐赴杭州，利用名妓玉如意之美色，引乾至六和塔，痛陈利害，逼乾与红花会合作，共谋反清。 另一方面，陈家洛在回疆认识霍青桐，二人暗生情素。陈替乾取回身世证物之时，遇香香公主，两人一见钟情。家洛在青桐和香香公主之间感到困扰，而她们两人都对家洛一往情深。后因李沅芷女扮男装与桐态度亲密，陈误以为桐心有所属，遂倾向香香公主，并互订终生，令青桐黯然神伤。后得知香乃桐之妹，又得知误会了桐，困苦不已。但香香公主于乾隆攻打回疆时被俘，乾隆亦钟情于她，派张召重掳香入宫，逼为妃妾。家洛为使乾隆恢复汉人江山，忍痛割爱。时陈已取证物回，嘱乾遵守诺言。乾因受制于太后，复知香对陈痴心，乃背信弃盟，设宴雍和宫，欲将红花会一网打尽。。French director Alain Guiraudie’s follow-up to his 2013 controversial and daring film STRANGER BY THE LAKE once again shocked the audience at Cannes Film Festival.
